EDB(Economic Development Board) is the lead agency for the Innovation programme and has established an Innovation Strategic Business Unit to drive the programme. Reponsibilities of this Innovation SBU include the promotion of nation-wide innovation awareness, to network with companies to determine their innovation needs, and also to develop the necessary innovation infrastructure and capabilities to support companies in their innovation efforts.

A key tool to support innovation is the Innovation Development Scheme grant which is administerd by EDB. Tiong Hwa is awarded an Innovation Development Award.
